现阶段,医院特别是国有医院的人力资源管理仍存在着一定缺陷,这很大程度上影响了医院的发展和整体医疗卫生队伍素质的提高,客观上也制约了医学事业的发展和人民群众对优质医疗服务的需求。如何把传统的人事管理转到现代人力资源管理与开发上来,已成为深化人事制度改革、推动卫生事业单位发展过程中的一个重要课题。
