持续增长本来指在不损害未来世代满足其发展要求的资源的前提下的发展,即不以牺牲未来世代人利益来换取当代人利益的发展,或既顾眼前又顾将来的发展,但现在往往也指使经济能平稳地而非大起大落地按一定速度的发展。这里我取第一种含义分析问题,我的一个基本观点是:经济持续发展,要以转变增长方式为条件,而经济增长方式的转变又要以经济发展速度适当为前提。 长期以来,我国经济增长曾一直片面追求高速度。这绝非偶然。党和国家领导人历来把高速度作为社会主义优越性主要标志和保证,由此决定各级政府官员和企业领导人的政绩都和本地区、本单位的发展速度及产值相联系,从而搞大计划,求高指标,且层层加码成为传统。
