近几年来事业单位深入改革成为现代社会进步的标志之一,我国现存的事业单位人员组成、结构整改等等方面都产生了剧烈的震荡。在改组过程中,不少事业单位人员管理体制不得不发生根本性的改变。面对现代社会对于事业单位的需求,不适合市场经济的管理体制必然要被淘汰。在人员管理上渐渐建立起以人力资源为根本导向的管理机制。然而在改组过程中,遇到的现实问题常常会影响和阻碍新型人员管理体制的建立。笔者从这些问题入手,来探讨现代社会事业单位后勤部门人力资源管理的对策。
In recent years, the in-depth reform of public institutions has become one of the hallmarks of the progress of modern society. The composition of personnel, structural rectification and other aspects of the existing institutions in our country have produced violent shocks. In the restructuring process, many institutions and personnel management system has had a fundamental change. In the face of the demand of public institutions for public institutions, the management system unsuitable for the market economy must be eliminated. In personnel management, a management mechanism based on human resources has been gradually established. However, in the process of restructuring, the practical problems encountered often affect and hinder the establishment of a new type of personnel management system. The author starts with these questions to discuss the countermeasures of the human resources management in the logistics department of modern social institutions.
