媒体的公共性主要表现为它是否能够提供种政治性辩论的、非歧视性的、自由的空间。有学者认为,传媒的公共性指的是传媒作为社会公器服务于公共利益的形成与表达的实践逻辑,其服务的对象必须是公众,其平台和话语必须公,其使用和运作必须公正。①本文选取梁启超、刘师培为考察对象。两人代表不同党派,都是近代中国知识分子的典型,从其报刊活动与发表的论出发或可以窥探出清末民初政党报刊的公共性。
The publicity of the media mainly manifests itself in whether it can provide a non-discriminatory and free space for political debate. Some scholars think that the media’s publicity refers to the media as a social public service in the public interest in the formation and expression of practical logic, and its service must be the public, its platform and discourse must be public, its use and operation must be fair. ① This article selected Liang Qichao, Liu Shipei as the object of investigation. Both representatives of different parties are typical examples of modern Chinese intellectuals. Starting from their newspaper activities and published theories, they can peek out the publicity of political parties and newspapers at the end of the Qing Dynasty and the beginning of the Republic.
