由于种种原因,凡是一些对于当地社区以及环境会有重大影响的大型工厂或基础建设项目,总会引起激烈的争议。本文论述在瑞典南部一条穿过哈兰德萨斯(Hallandsas)山岭的大型铁路隧道工程中当地社区的反应。现代工业社会中的一项关键问题是,由国家设计和批准的认为发展经济所必需的项目如何能够在一个在时间和空间上有着特殊的历史和传统意义的环境中得以实施。本文以哈兰德萨斯隧道工程为例,对有关风险意识问题、对政府部门、工业和管理部门的信任问题以及各个集团认为有关的知识进行讨论。
For various reasons, there are always heated arguments over large-scale factories or infrastructure projects that have a significant impact on local communities and the environment. This article discusses the reactions of local communities in a large railway tunnel project in southern Sweden that runs through the mountains of Hallandsas. A key issue in modern industrial society is how projects designed and approved by the State that are essential for economic development can be implemented in an environment of particular historical and traditional significance in time and space. In this paper, Halansasasi tunnel project as an example, the risk awareness issues, the government departments, industry and management trust issues and various groups think the relevant knowledge is discussed.
