实现新干线高速化的努力在东海道新干线开业后不久就开始了。起初通过对951型试验电车进行反复运行试验,在山阳新干线冈山站通车前夕达到了286km/h 的记录。260km/h营业用961型试验电车也在1972年完成。当时,在铁路高速化方面,日本居世界领先地位。其后,由于环境保护,劳动条件问题和现场试验困难,研究进展缓慢了。961型电车在东北新干线的小山试验线上进行210km/h 以上的运行试验,是1979年才实现的,整整花了七年时间。期间试验曾达到过319km/h 的记录。
