我国“十二五”期间计划建设保障性住房3600万套,2011年1000万套的保障房建设大约需要资金1.3万亿元人民币,其中的5000多亿元资金,将由中央政府和省级人民政府以及市县政府通过各种渠道来筹集,而剩余的8000多亿元得通过社会机构的投入和保障对象以及其所在的企业来筹集。如何破解融资困局,作者通过借鉴新加坡、韩国、香港特别行政区比较成功推行公共租赁住房的经验,建议制定和完善我国的保障性住房融资政策和法律,通过银行资金、保险资金、信托投资基金、私募基金、民间资本等融资渠道,解决融资困局问题。
China plans to build 36 million affordable housing units during the “12th Five-Year Plan” period. In 2011, about 10 million affordable housing projects will require about 1.3 trillion yuan of funds. Of these, over 500 billion yuan will be financed by the central government and provincial People’s governments and city and county governments raise money through various channels, while the remaining over 800 billion yuan must be raised through the investment and protection of social institutions and the enterprises in which they operate. How to solve the financing difficulties, the author draws lessons from Singapore, South Korea, Hong Kong SAR successful implementation of public rental housing experience, proposed to develop and improve our affordable housing financing policies and laws, through bank funds, insurance funds, trust and investment funds, Private equity funds, private capital and other financing channels to solve the financing difficulties.
