一、问题的提出《2010-2020年干部教育培训改革纲要》(以下简称《纲要》)对干部教育培训改革做出全面部署;终身教育发展框架下干部在线教育的个性化、智能化学习需求不断凸显。我市干部在线教育工作于2008年开始试点,2009年在全市科级以上干部中开展,2010年与省平台实现了数据对接、资源共享,参学对象实现了全覆盖。目前有关干部在线培训专题模块化标准的研究较少,已有的文献围绕课程(课件)开发、标准格式、系统研发、培训模式等方面展开。当前还未有干部在线培训专题模块化标准研究系统地阐述。为此,我们有必要对干部在线培训专题模块化标准进行分析,以便在终身教育视野下,有针对性地提出促进干部在线教育更深层次发展的
