本文介绍了国家科技支撑计划项目“远洋船舶压载水净化和水上溢油应急处理关键技术研究”课题三——“水上溢油事故应急处理技术”的研究背景、主要研究内容和突破的关键技术,首次系统全面地建立了溢油源快速准确鉴别体系和船舶溢油事故污染损害评估技术。在构建完整溢油应急体系、履行国际公约和实施国内法规、提升溢油应急管理能力等方面起到了重要的技术支撑作用。
This paper introduces the research background of “National Key Technology Research Project on Emergency Treatment of Water Spill Incident” and “Research on key technologies of ballast water purification and water spill emergency treatment for ocean-going ships”, the main research contents and Breakthrough of key technologies, for the first time a comprehensive system to establish a rapid and accurate identification of oil spill source and ship oil pollution accident damage assessment techniques. It has played an important technical support role in building a complete oil spill response system, implementing international conventions and implementing domestic laws and regulations, and enhancing emergency management capabilities in oil spills.
