经合组织不久前以问卷调查形式对在华外商投资企业进行了调查,结果表明我国投资软环境已有所改善。 被调查的外商投资企业中的大多数对我国投资软环境表示满意,占七成以上。在被调查的外商投资企业中,把“当地政府的支持”作为其投资优势的只占一成;而把“政府管理部门的问题”作为其投资劣势的也只有6%强。这说明我国在投资软环境、吸收外资观念等方面已有了一定的进步。但是值得注意的是,被调查的外商投资企业中有将近1/4企业的主要忧虑是“法制不健全,政府透明度不够”。 在回答促使这些公司选择中国进行投资的因素时,占将近七成的公司提到“有关法律
The OECD conducted a survey on foreign-invested enterprises in China recently with a questionnaire survey. The results show that the soft environment for investment in our country has been improved. Most of the foreign-invested enterprises surveyed expressed their satisfaction with China's soft investment environment, accounting for more than 70%. Among the foreign-invested enterprises surveyed, only 10% of them hold the “support of local government” as their investment advantage; and only 6% of them regard the “problems of government administration departments” as their investment disadvantage. This shows that China has made some progress in investing in the soft environment and absorbing foreign investment concepts. However, it is worth noting that the main concern of nearly a quarter of the foreign-invested enterprises surveyed is “the legal system is not perfect and the government is not sufficiently transparent.” In response to the factors that prompted these companies to choose China for investment, nearly 70% of companies referred to "the relevant laws
