电力工业管理体制正在进行以政企分开、厂网分离公司化改造、商业化运营、法制化管理为取向的改革,供电企业传统的劳动人事管理运行机制必须进行相应的改革。转变管理观念,构建新型的供电企业人力资源管理体系已经迫在眉捷。本文在深入分析某供电企业人力资源现状的基础上,引入能力素质模型的概念,对模型的建立方法进行了探讨,并对基于能力素质模型的人力资源开发渠道进行了研究,提出了人员招聘和人员配置、员工培训和职业发展、业绩考核和奖惩晋升等情况下的开发模式。
The electric power industry management system is undergoing reforms that take the separation of government and enterprises as the basis, the separation and transformation of the factory network, the commercial operation and the legalization as the orientation. The traditional labor and human resources management operation mechanism of power supply enterprises must be reformed accordingly. Change the management concept, build a new type of power supply enterprise human resources management system has been imminent. Based on the in-depth analysis of the present situation of human resources in a power supply enterprise, this paper introduces the concept of competency model and discusses the methods to establish the model. It also studies the human resources development channels based on the competency model, Staffing, staff training and career development, performance appraisal and reward and punishment promotion and other circumstances of the development model.
