从1996年9月10日联合国第50届大会通过《全面禁止核试验条约》(CTBT)算起,到现在已经有4年多时间。除印度等少数国家外,世界上大多数国家(155个以上)已成为条约签署国,承诺不进行任何形式的核爆炸。大规模的核爆炸试验在缔约国已经停止进行。但在现今的世界上,核武器仍然是最具威慑力的武器。只要核武器存在一天,对它的研究、维护和管理就要继续进行下去。所以签署 CTBT 后,各有核国家——尤其是美国——并未放弃对核武器
It has been more than four years since the CTBT was adopted at the 50th UN General Assembly on September 10, 1996. With the exception of a few countries such as India, most of the countries in the world (more than 155) have become signatories to the treaty and promised not to carry out any form of nuclear explosion. Large-scale nuclear explosion tests have ceased in the State party. However, in today’s world, nuclear weapons remain the most deterrent weapon. As long as one day is left for a nuclear weapon, its research, maintenance and management will continue. So after signing the CTBT, all nuclear-armed states - and especially the United States - have not given up on nuclear weapons
