调研人员以对浙江省杭、甬、湖地区的调研为例,对发达地区学前教育事业发展的现状进行了深入分析,发现发达地区学前教育事业整体发展状况相对较好,但也存在一些问题,如事业发展不够均衡、经费保障制度仍不健全、师资队伍水平差异显著、部分现有法规政策还难以得到有效落实等。基于此,调研人员就如何通过地方立法促进学前教育事业持续健康发展提出了相应的政策建议。
Investigators conducted an in-depth analysis of the status quo of pre-school education in developed areas by taking the survey of Hangzhou, Ningbo and Lake in Zhejiang as an example. They found that the overall development of pre-school education in developed areas is relatively good, but there are still some problems, Such as the cause of development is not balanced, funding guarantee system is still not perfect, significant differences in the level of teaching staff, some of the existing laws and policies can not be effectively implemented. Based on this, researchers have put forward corresponding policy suggestions on how to promote the sustained and healthy development of pre-school education through local legislation.
