第六章晋升与降职本章的内容旨在告诉我们,干部职位的调整,即干部职位在同一职系内部的晋升或降职也是实现人与事的科学结合的重要手段。学习本章时应注意弄清下述问题:(一)晋升和降职的内涵是什么?晋升是指干部由原来的职位调任到另一较高的、承担更大责任的职位上去。降职是指干部由原来的职位调到较低的、承担较小责任的职位上。(二)晋升和降职的功能是什么?
