近年来,围绕增强企业活力,以两权分离为基本思路、以放权让利为主要内容的企业改革,在调整国家与企业关系、健全企业经营机制等方面作了积极而有益的探索,并在一定程度上增强了企业的活力.但也应看到,目前国营企业,尤其是大中型企业应有的活力还远未得到释放,企业活力受到各种因素的制约,不少企业的经济效益逐年下降,亏损企业有所增加,仅1989年,国家对亏损企业的补贴额就高达600亿元.之所以会出现这些情况,原因很复杂,但其中一个重要原因是理论上的混乱,即对企业活力的含义、衡量企业活力的标准以及如何才能真正增强企业活力等理论问题没有搞清.本文拟就
