11月15日,历史翻开了新的一页。虽然距中国真正加入WTO尚有一定的距离,但对于中美之间达成的这个协议,中外各界人士都给予了快捷的、积极的评价。 对于中国经济界人士来说,可能更关注中国加入WTO之后,给我们都带来些什么?有一句话已被国人用滥,但在这里还是只有它最恰当,这就是:机遇与挑战并存。 加入WTO从总体上和长远来看,机遇是显而易见的,国内的理论界和舆论界已早有定论,概括起来不外以下几个方面:(1)中国再不必在最惠国待遇问题上每年一次遭到美国非难,我国还可以享受多边的、永久性的最惠国待遇。(2)有利于我国更加积极地参与并融入世界经济,使我国能平等地参与国际竞争。(3)更重要的是中国作为WTO的正式成员将直接参与国际贸易的决策过程,摆脱别人制定规则,我们被动参赛的不利地位。(4)部分耐用消费品和服务价格会进一步降低,消费者得到更多的实惠。
On November 15, history opened a new page. Although there is still a certain distance from China’s actual accession to the WTO, people from all walks of life both in China and the United States have given a quick and positive assessment of the agreement reached between China and the United States. For people in the Chinese economic community, they may be more concerned about what China will bring to us after joining the WTO. There is a saying that has been abused by the people, but here it is only the most appropriate. This is: Opportunities and challenges coexist. From the perspective of accession to the WTO in general and in the long run, the opportunities are obvious. Domestic theoretical circles and public opinion circles have long been conclusive, but they are summarized in the following aspects: (1) China does not have to be subject to annual unilateral preferential treatment once again. To blame the United States, China can also enjoy multilateral, permanent MFN treatment. (2) It is conducive to China’s more active participation and integration into the world economy, so that China can participate equally in international competition. (3) What is more important is that China, as a full member of the WTO, will directly participate in the decision-making process of international trade and get rid of the rules that others make, and we are disadvantaged in passive participation. (4) The price of some durable consumer goods and services will be further reduced, and consumers will get more benefits.
