由于地下市政管线管理政出多门,权属复杂,许多施工单位在不考虑地下设施现状情况下野蛮施工,致使管线挖断,居民断水,燃气爆炸等事故,这在全国各地区经常发生。因此有必要建立一套能够有效的综合协调管理的机制来解决这个问题。这个管理机制将包括三个组成部分,一是设立具有副市级管理权限的市政管线综合协调管理部门来统筹管理;二是建立以大数据为基础的智慧市政管线管理平台;三是出台大数据背景下的地下市政管线管理办法,并配以处罚细则,避免出现法律界定的模糊区域,并通过有效的协调管理机制实现透明化、智慧化管理。
