有一则寓言,说的是一个官吏在阎王爷面前表白自己,说自己怎样当官不贪污,不要老百姓的钱财。阎王说:“不贪不沾、不吃喝百姓的就是好官,那好,我在公堂上设一木偶,岂不是什么都不要,比你更好吗?”这个官吏又说:“就算我没有功,但也没有过呀！”阎王说:“你只顾保全你自己,为避免嫌疑,怕把自己牵扯进去,对一些谋杀案件竟默不作声。该做的事,怕麻烦,就不去做,这岂不是负国负民吗?当官的没有功就是过。”这个官吏哑口无言,挨了五十大板。
