高水平的服务人员是公共图书馆的最重要资源和首要财富。在知识经济时代,战略资源是人力资本;而人力资本又表现为人的能力与素质。在公共图书馆中,高水平工作人员应当拥有丰富的文献工作经验、有熟练的信息服务技能、有一定的学科专业知识、有善于思考创新的智慧,他们不仅是信息资源与用户之间的纽带和桥梁,还是专业知识库的建造者和维护者,更是高知识含量产品的设计者和生产者、操作者,而他们的创新精神和创新能力正是公共图书馆的内在发展动力。
