深化国企人事制度改革一定要遵循“机会平等、规则平等”的原则。在改革驶入“深水区”、进入“持久攻坚”的关键节点,国有企业的突出问题就会凸显出来。企业泛行政化,国有独资等诸多因素导致国企管理上不尽规范,行政垄断较为严重,内部管理制度僵化。这就要求我们在全面深化改革的战略布局下,按照改革的问题导向,解决深化人事制度改革过程中出现的问题,也包括随着国家法律法规的不断健全让我们无法回避的诸多历史遗留问题。本文就深化国企人事制度改革的几个难点展开分析和讨论。
Deepening the reform of the personnel system in state-owned enterprises must follow the principle of “equality of opportunity and equality in rules.” At the key point of reforming into the “deep water zone” and entering the “long-term tackling”, outstanding problems of state-owned enterprises will be highlighted. Pan-administrative enterprises, state-owned sole proprietorship and many other factors led to the management of state-owned enterprises are not standardized, the administrative monopoly is more serious, the internal management system is rigid. This requires that we guide the problems of deepening the personnel system reform under the strategic layout of deepening the reform comprehensively and follow the historical issues left behind by the constant improvement of the state laws and regulations. This article analyzes and discusses several difficulties in deepening the reform of personnel system in state-owned enterprises.
