健康的学术环境和端正的学风是科技创新的基本前提,创新需要在一定的相关研究基础之上的创造性思维,这种创新性思维的产生,要在健康的学术环境中完成。但是,我国现行的有关科学研究的有关管理体制,在相当程度上对科学研究进展方向有较强制约和导引作用,对创新思维具有负面的影响。要促进科技创新,需要造就一个更优良的学术环境。减少行政干扰,尊重科学自由行政对科技发展的影响作用表现在下述几个方面:1、科技成果奖励制度:应该说我国的科技成果奖励制度对科学技术的发展起到相当大的作用,公平、公正、公开的成果评审和奖励确实大大地调动了科技人员的积极性。但是,科技成果评审和奖励制度也存在着负面影响。成果奖励促使研究人员重视在已有研究成果上进行再包装,以争取获得高一点等级的成果奖励,对于在已有基础上的进一步深入研究,则放在次要的位置。同时,每一项成果的鉴定和申报要花费大量的人力物力和时间,这在智力成本投入方面来看是不很合算的。国家对成果奖励已有立法,但不少部门和地区仍热衷于评小成果,应予以取消。
A healthy academic environment and a decent academic atmosphere are the basic prerequisites for technological innovation. Innovation requires creative thinking based on a certain amount of relevant research. This innovative thinking should be completed in a healthy academic environment. However, the current management system of our country related to scientific research strongly restricts and guides the progress of scientific research to a certain extent, and has a negative impact on innovative thinking. To promote technological innovation, we need to create a better academic environment. Reducing administrative interference and respecting the effect of free administration of science on the development of science and technology are shown in the following aspects: 1. Incentive system for scientific and technological achievements: It should be said that the reward system for scientific and technological achievements in our country plays an important role in the development of science and technology. The fair, Fair and open reviews and awards of achievements have indeed greatly stimulated the enthusiasm of scientists and technicians. However, there is also a negative impact on the evaluation of scientific and technological achievements and the reward system. Outcomes encourage researchers to focus on repackaging existing research results in an effort to gain a higher level of achievement rewards, with further research on an established basis being secondary. At the same time, the identification and declaration of each result takes a lot of manpower, material resources and time, which is not very cost-effective in terms of inputting the intellectual costs. The state has already enacted legislation on reward for achievements, but many departments and regions are still keen on appraising small gains and should be canceled.
