1.粮食部门应正确履行异地收购备案的职能。有的粮食部门不情愿让外地收购者来本地收购,往往以办理备案的人外出、对方备案手续不全等种种理由推托。备案地粮食行政管理部门从监管的角度考虑,一是可以向当事人了解一些基本情况,二是可限定其具体收购地点,以对异地收购者实施有效的监管。当然,对其监管应与本地收购者的监管一视同仁,促进公平竞争,不应过度监管,干扰其正常收购活动,包括无正当理由限制或阻挠其粮食外运,《粮食流通管理条例》明确“严禁以非法手段阻碍粮食自由流通”。
