在政府行政性投入基本建成图书馆社会服务体系的前提下,基层图书馆的发展需要走出传统“行政文化”的活动模式,探索真正的“公共文化”形态,而当代中国的新社会建设提供了发展契机。基层社会文化服务机构需要探索融入社区居民自治管理的进程,让社区居民自行决定机构的服务形式,自由选择文献资源配置格局,自主评判基层文化机构的服务效益。以此摆脱传统管理体制下难以提供员工职业发展空间,社会资源投入难以积聚,以及缺乏科学有效评价手段等影响可持续发展的局限。
Under the premise of the administrative input of the government being basically built into the social service system of the library, the development of grass-roots libraries needs to move out of the traditional mode of “administrative culture” and explore the true “public culture” form, while the new Social construction provides an opportunity for development. The grass-roots social and cultural service agencies need to explore the process of integrating themselves into the management of community residents’ autonomy so that residents in the community can decide on the service forms of their own agencies and freely choose the configuration of document resources and independently evaluate the service benefits of grass-roots cultural institutions. In order to get rid of the traditional management system is difficult to provide staff room for career development, social resources difficult to accumulate, and the lack of scientific and effective means of evaluation of the limitations of sustainable development.
