The subject held a plenary session on January 20, 2002 in Zhongyuan Hotel in Beijing. The meeting was attended by experts from Chinese Academy of Engineering, China Transportation Association, leaders of Metro Corporation in Beijing, Shanghai, Guangzhou, Nanjing, Qingdao and Chengdu As well as all members of the leadership and task force of Planning and Design Institute of Beijing, North Jiaotong University, Beijing Urban Construction Design Institute, etc. The meeting was presided over by the project leader Shi Zhongheng. Academician Shi pointed out that the construction period of China’s large-scale subway is approaching, and that the state will invest 200 billion yuan to build the MTR. In the past, the cost per kilometer was as high as 6-7 billion yuan. Most cities could not afford to repair it once.
