随着我国新医改的深入实施,新医改方案对我国医疗卫生资源的利用率、效果提出了更高的要求。医疗卫生事业是我国的一项重要民生,更是保证社会稳定、和谐的关键环节。基层医疗卫生单位作为我国基本的医疗服务提供者,在新医改的大环境下,在改革的大潮中必须尽快转变思路,积极探索,力争实现公立医院的公益性。我国基层医疗卫生单位具有较强的公益性,是我国实现基本公共卫生服务政策、保证人民群众的基本医疗、保障社会和谐发展、促进我国医学进步的重要工具。我国基层医疗卫生单位占到我国卫生资源的80%左右,因此,保证基层医疗卫生单位的稳定、健康、可持续发展是各级领导与广大人民群众共同关注的问题。本文将就我国基层医疗卫生单位人力资源管理中激励机制的构建相关问题进行探讨,以期为促进我国基层医疗卫生单位的发展奠定基础。
With the further implementation of new medical reform in our country, the new medical reform plan puts forward higher requirements on the utilization rate and effectiveness of medical and health resources in our country. Medical and health undertakings are an important livelihood in our country and the key to ensuring social stability and harmony. As the basic medical service provider in our country, grassroots medical and health units must change their thinking as soon as possible in the tide of reform and actively explore and seek commonweal of public hospitals under the new environment of medical reform. China’s primary health care units have a strong public interest, which is an important tool for our country to realize basic public health service policies, guarantee the basic medical care of the people, ensure the harmonious development of society, and promote the medical progress in our country. China’s primary health care units account for about 80% of China’s health resources. Therefore, ensuring stable, healthy and sustainable development of primary health care units is a common concern of leaders at all levels and the general public. This article will discuss the related issues about the construction of incentive mechanism in the human resources management of primary health care units in our country in order to lay a foundation for the development of primary health care units in our country.
