公共图书馆是一个地区文化水平的标志。它面向社会和公众开放,在为本地区经济建设服务、活跃群众文化生活、满足群众读书求知、提高群众的文化素质方面,发挥着重要的作用。改革开放以来,特别是建省办特区以来,海南经济得到了快速发展,人民生活质量明显提高,各行各业如雨后春笋,蓬勃向上。但是作为一个地区文化建设重要组成部分的公共图书馆却相当落后,与特区的窗口作用极不相称。 Public library is a symbol of regional cultural level. It is open to the public and the general public. It plays an important role in serving the economic construction in the region, invigorating the cultural life of the masses, meeting the demands of the masses for reading, and enhancing the cultural quality of the masses. Since the reform and opening up, especially since the establishment of the SAR in Hainan, Hainan’s economy has witnessed rapid development. The quality of people’s life has been markedly improved. All walks of life have mushroomed and flourished. However, public libraries, which are an important part of regional cultural construction, have lagged behind and are disproportionate to the window of the SAR.
