一、认清形势,转变观念,强化财务管理意识 长期以来,医院作为承担一定福利职能的社会福利事业单位,主要经济来源是各级政府定额或定项补助,人们已经习惯和适应这种计划经济体制,形成了依赖思想,造成管理意识淡薄、财务监督松驰、资金流向不合理、卫生资源浪费严重等现象。目前,国家财力紧缺,国家补偿水平受到限制,医院资金不足的矛盾越来越困绕着我们。
First, understand the situation, change concepts, and strengthen financial management awareness. For a long time, hospitals, as social welfare institutions that undertake certain welfare functions, are the main source of income for governments at all levels, fixed or fixed subsidies, and people have become accustomed to and adapt to this type of planned economy. The system has formed a reliance on ideas, resulting in weak management awareness, slack financial supervision, unreasonable flow of funds, and serious waste of health resources. At present, the country’s financial resources are in short supply, the state’s compensation level is limited, and the contradiction of insufficient funds for hospitals has become increasingly difficult around us.
