1995年6月国家教委印发的《关于大力办好普通高级中学的若干意见》指出:“要从普通高中的性质、任务和培养目标出发,依据办学模式多样化的要求,积极进行课程改革,加强教材建设,改变以升学为目标的单一的课程体系,增强针对性,体现多样性,逐步形成由学科类课程(包括公共必修课和多种选修课)和活动类课程组成的,能够适应社会、经济和科技发展的课程体系。” 1994年到1996年,国家教委制订《全日制普通高级中学课程计划》和各学科教学大纲。制订高中课程的指导思想是:教育面向现代化,面向世界、面向未来,贯彻国家的教育方针,以社会需要、学科知识和学生发展为基点设置课程,对学生全面进行德育、智育、体育、美育
