从上世纪90年代初到90年代末期可以看做人力资源发展的第一次浪潮,这一阶段主要是人力资源概念的引入——什么是现代人力资源管理?这跟当时中国企业所熟悉的人事、劳动合同有了很大不同。在企业层面,越来越多的企业完成了从人事部到人力资源部的转变,培养了一批人力资源管理的从业者,新的理论、新的观念、新的方法被运用到工作中;在教育层面,90年代中期,我国的高等教育中有了人力资源专业,在这之前都是劳动经济或者是劳动人事管理。第一次浪潮中,随着一些国外著名的专业人力资源管理公司来到中国,企业的观念和整个社会环境都发生了变化。
From the early 90s of last century to the late 1990s, it can be regarded as the first wave of human resource development. In the first wave, with the arrival of some well-known foreign professional human resource management companies in China, the concept of the enterprise and the social environment as a whole have undergone changes.
