鉴于国内一些电力建设EPC项目中较多存在安全基础管理薄弱、安全管理体系不健全、有效性差、安全管理人员和一线施工人员安全意识差,懂管理、懂技术、懂安全、实践经验丰富的人较少等突出问题,亟须从安全管理、文明施工管理的目标、体系、责任、措施、落实、意识等六要素予以系统梳理。即通过确立目标、建立体系、落实责任、抓好措施、加强落实、强化意识,以“六元一体”的管理,不断夯实安全管理基础,有效提升安全管理品质,构建本质安全的管理体系。
