从股份制试点企业的实践看,党组织参与重大问题决策有几点应注意。一、不要只将参与理解为开会。长期以来,企业在计划经济的模式中,习惯了大事小事都开会。然而激烈的市场竞争需要决策的时效性,又需要决策的准确性。在这种形势下,企业党组织就不能仅仅满足于在会议上发表一些意见和建议,而应当注重事前的调查研究,广泛听取党员、职工及方方面面的意见;在重大问题决策后,发动党员干部,团结带领职工,协调各种关系,保证决策的有效实施。也就是说,在企业改革和发展的全过程中,企业党组织都要积极参与,才能有效地发挥党组织的政治核心作用。二、不要忽略组织行为。已进入董事会的党组织负责人,以个人身份参与决策,在一定程度上可以起到沟通与协调党政关系的作用。但这远远不够。因为,企业党组织参与决策是一种组织行为。较好的做法是,将党组织的集体意见,由党组织负责人与行政负责人进行交换,并带入董事会;对有关问

First, do not just understand participation as a meeting. For a long time, enterprises have been accustomed to meetings and conferences in the mode of planned economy. However, the fierce market competition needs the timeliness of decision-making, but also the accuracy of decision-making. Under such circumstances, the party organizations in enterprises can not just be satisfied with making some comments and suggestions at the conference. Instead, they should pay attention to ex ante investigations and studies and widely listen to the opinions of party members, staff and workers and all quarters and parties. After making decisions on major issues, they should launch party cadres , Uniting and leading staffs, coordinating various relationships and ensuring the effective implementation of decision-making. In other words, in the whole process of enterprise reform and development, the party organizations of enterprises should all actively participate in order to effectively exert the political core function of the party organizations. Second, do not neglect organizational behavior. Party chiefs who have entered the board of directors have been involved in making decisions as individuals, and to a certain extent they can play a role in communication and coordination between party and government. But this is not enough. Because, the participation of enterprise party organizations in decision-making is an organizational behavior. A better approach is to exchange the collective opinions of the party organizations from the heads of party organizations and chief executives to the board of directors.
