建立市场导向就业机制和下岗职工3年协议期满出中心向失业保险并轨,是党中央、国务院在1998年部署国有企业下岗职工基本生活保障和再就业工作时明确提出的要求,是中央确定的大方向。 3年多以来,我省按照中央的部署认真开展了建中心、进中心、保基本生活、促再就业工作,取得了显著的成果,全省累计有130多万名国有企业下岗职工进中心签协议,使其基本生活得到了保障,有80多万名下岗职工出中心实现了再就业。从今年开始,我省下岗职工基本生活保障向失业保险并轨工作已在部分试点地区积极稳妥地推进,其他地区也在有条不紊进行相关准备工作。但从总体上看,各地对全面启动并轨工作的积极性还不够高,有的顾虑较多,有的等待观望。有的还存有畏难情绪,部分已经“关门”的地区又新进了不少下岗职工,“门”未完全关住。由此可见,我省并轨工作任务还相当艰巨,相当繁重。 The establishment of a market-oriented employment mechanism and the termination of the three-year agreement by laid-off workers at the expiry of the agreement with the unemployment insurance center are clearly stipulated by the CPC Central Committee and the State Council when they deployed the basic living guarantee and reemployment of laid-off workers in state-owned enterprises in 1998. Some still have the fear of emotions, and some have already entered a lot of laid-off workers in areas that have already been closed. Their door has not been completely closed down. Thus it can be seen that the task of merging railways in our province is still quite arduous and quite heavy.
