本文针对现阶段关于我国高铁的各种质疑,从经济学的视角进行分析,得出高铁是复合公共物品的结论,为消除我国高铁认识上的偏差提供理论依据,同时为实现高铁“网运分离”奠定理论基础,并指出我国高铁在未来发展过程中,建设上应采取政府主导的模式,而运营上则应采取以公司为主体的模式。
In the light of the various questions raised by China’s high-speed railway at present, this paper analyzes from the perspective of economics, concludes that high-speed railway is a composite public goods, provides a theoretical basis for eliminating the deviation of high-speed rail in our country, Separation "laid the theoretical foundation, and pointed out that in the future development of high-speed rail in our country, the construction should take the government-led model, while the operation should take the company as the main mode.
