长期以来,各级公安机关一直没有从警力不足就是警察数量不够的误区中走出来,一味强调增加警察数量。本文作者对当前铁路公安机关的现有警力进行了分析,提出了警力是一种资源,应当得到优化配置的观点。文章列举了警力资源被浪费的种种表现,并就如何走出警力不足的“瓶颈”,提出了六点设想:一是精设机构,优化警力资源配置;二是严把“入口”,向素质要警力;三是畅通“出口”,完善民警淘汰机制;四是从优待警,激发民警的工作潜能;五是科技强警,不断提高公安工作科技含量;六是学会“借警”,依托治安辅助力量。
For a long time, the public security organs at all levels have not stepped out of the misunderstanding that the police force is inadequate or the police force is not enough, emphasizing increasing the number of police officers. The author analyzes the existing police forces in the current railway public security organs, and points out that police force is a resource and should be optimized.
