20世纪90年代中期以来,村民自治在中国广大农村地区普遍推开。村民自治制度是中国共产党领导农民群众所进行的民主探索,是实现亿万农民当家做主的基本形式之一。它极大地调动了广大农民参与选举、进行权力竞逐的积极性。但是,笔者通过对山东省莒县F村的调研发现,在村庄的权力竞逐过程中,也出现了诸多失序现象,如破坏选举规则、漠视选举程序、拒绝承认选举结果等。那么,这些权力竞逐的失序行为,对于村庄治理会有什么影响?通过实证调查研究发现,权力的失序竞逐给村庄治理带来了极大的困难。它使得选举的获胜方在管理村庄的过程中,失去了基本的治理权威。失败方拒绝接受选举结果,在村庄治理的过程中采取种种破坏手段,加重了村庄的治理难度。普通村民出于一种自我保护的意识,对于村庄事务采取了漠视的态度。结果导致F村成为村庄治理上的困难村。而要解决这种困境,笔者认为应从认清权力的本质、遵守权力竞争的游戏规则入手,使得权力竞逐是在公平的环境下进行,从而达到团结全体村民,实现村庄良好治理的目的。
Since the mid-1990s, villager autonomy has been widely promoted in vast rural areas of China. The system of villager autonomy is a democratic exploration carried out by the Chinese Communist Party in leading the peasant masses and one of the basic forms for realizing that hundreds of millions of peasants are the masters of their own affairs. It has greatly aroused the enthusiasm of the majority of peasants in the election and their power competition. However, through the investigation of Village F in Yixian County, Shandong Province, the author found many disorder phenomena appeared during the power competition in villages, such as undermining election rules, ignoring election procedures, and refusing to recognize election results. So, what is the influence of the disorderly domination exercised by these powers on the village governance? Through the empirical research, it is found that the disorderly power of power brings great difficulties to the village governance. It has caused the winner of the election to lose the basic governance authority in the management of the village. Failure of the parties to reject the election results, in the process of village governance to take all kinds of sabotage, aggravating the difficulty of village governance. Ordinary villagers out of a sense of self-protection for the affairs of the village has taken a detached attitude. As a result, Village F became a difficult village for village governance. To solve this dilemma, the author believes that we should proceed from recognizing the nature of power and abiding by the rules of the game of power competition, so that power competition is conducted in an equitable environment so as to unite all the villagers and achieve the goal of good governance of the village.
