本文是16位院士和多位教授关于加强我国基础研究的建议和呼吁。文章认为,对基础研究的投入,就是对国家未来的投入。尽管近年来我国政府对基础研究越来越重视,基础研究的投入不断增加,基础研究取得较大成就。但很多学科与世界先进水平的差距有进一步扩大的趋势,我国基础研究投入总量不足,资助模式不利于基础研究发展,杰出人才的培养与基础研究分离。因此,要进一步加大对基础研究持续、稳定的投入,促进基础研究和人才培养紧密结合;加强实验室等国家科学基础设施建设,重视大科学工程的前期培育;以改革促发展,积极探索有利于高校基础研究的新模式和新机制。该课题组组长为南开大学葛墨林院士,副组长为清华大学苏竣、邵立勤和何晋秋教授。参与建议讨论的还有:陈木法、李大潜、贺贤土、朱邦芬、叶沿林、王恩哥、程津培、高松、黎乐民、张希、吴常信、王志新、钟掘、王越、赵鹏大院士,张继平、龚旗煌、王梅祥、林建华、施一公教授。
This article is a suggestion and appeal made by 16 academicians and professors on strengthening basic research in our country. The article holds that the input to basic research is the input to the future of the country. Although our government has paid more and more attention to basic research in recent years, the investment in basic research has been increasing, and the basic research has made great achievements. However, the gap between many disciplines and the world's advanced level has been further widened. The total amount of basic research in China is insufficient. The funding model is not conducive to the development of basic research. The cultivation of distinguished talents is separated from the basic research. Therefore, it is necessary to further increase the sustained and steady investment in basic research and promote the close combination of basic research and personnel training. We should strengthen the construction of national science infrastructures such as laboratories and attach importance to the early training of major science projects. Promote the development through reform and actively explore New Models and Mechanisms Benefiting to Basic Research in Colleges and Universities.
