针对当前防汛三维平台系统中存在的多源异构信息集成困难、运行速度慢、展现效果差等问题,将GIS技术和面向服务的软件集成技术引入到了浙江省防洪减灾系统建设的实际应用中,设计开发了为防汛决策服务的三维GIS平台。提出了防洪三维GIS平台的建设框架,给出了详实的技术路线,深入解析了平台的各项关键技术,解决了防汛三维可视化平台的构建、海量数据在三维平台的快速发布、业务应用与三维GIS功能的集成等问题,为建立类似的防灾减灾系统提供了参考,也为GIS技术在自然灾害防御中的应用提供了一个范例。
Aiming at the problems such as the difficulty of integrating multi-source heterogeneous information, the slow running speed and the poor performance of the present flood control three-dimensional platform system, GIS technology and service-oriented software integration technology are introduced into the practical application of flood control and disaster reduction system construction in Zhejiang Province. Design and development of a three-dimensional GIS platform for flood control decision-making. The paper puts forward the construction framework of the three-dimensional GIS platform for flood control, gives a detailed technical route, deeply analyzes all the key technologies of the platform, solves the construction of flood control three-dimensional visualization platform, the rapid release of massive data in the three-dimensional platform, The integration of GIS functions and other issues provide a reference for the establishment of similar disaster prevention and mitigation systems, but also provide an example for the application of GIS technology in natural disaster prevention.
