公文写作在长期的社会实践中形成了自身特有的规律性,并逐渐成为一门独立的学科。作为民族地区的公文,虽然在写作原则、文种格式等方面与一般公文一样,在其行文内容、地方特色、语言表达等方面却与一般公文又有一定的差异。概括起来,笔者认为民族地区公文写作应注意以下几项:一、坚持党的基本路线,符合党的民族政策和有关法律、法令。民族地区的公文作为民族地区机关单位的公务文书,是贯彻执行党的基本路线和民族政策以及各项方针、政策的工具,因而写作民族地区的任何公文都必须以党和国家的路线、方针、政策、法令和党的民族政策以及上级的有关文件精神为依据,思想观点要 Official writing has formed its own regularity in long-term social practice and has gradually become an independent discipline.
