80年代以来,全球范围内的科技革命迅猛发展,日新月异。日本、法国的高速火车投入运营,德国建成了第一条磁浮列车,美国的科学家第一次观察到粒子蜕变为夸克的过程,光子集成电路、神经网络计算机的出现正孕育着对计算机的新的革命,我国的正负电子对撞机、机器人示范工程的建成标志着我们正在参与日益剧烈的国际科技竞争,在这种形势下,国家重点实验室已经建成开放的有60多个,正在建设过程中的有80多个,共计153个。因此,如何办好国家重点实验室,使其能够在我国的科学发展和经济建设中发挥出更大的作用,就成为我们面前的课题之一。
