近年来,在管理工作(包括图书馆管理)中,出现了这么一种做法:设置“牵头”者.“牵头”的含义是什么?至今我们还没有看到令人满意的解释,也没有见到过权威部门做出的说明——尽管它已经出现在政府机关、群众团体的一些正式文件之中。所以,就形成这么一种反常的情况:一方面是,对“牵头”词没有明确的解释、说明、阐述、界定;另一方面却又是、不论是机关、团体,还是个人,大家都在使用它:使用它来做决定、发指示、做安排,辩是非、……这种情况,显然不利于大家统一认识。统一步调,不利于维护安定与团结.有鉴于此,笔者不揣谫陋,发表些个人的初步意见,希望能引起大家的注意和讨论.
