一、引言如何用科学的方法测评科技情报成果,是情报界比较棘手的问题.虽然巳有人在这方面从事了一定的研究并提出了诸如用模糊数学方法,或用层次分析法评价科技情报成果等等,但是这些方法仍存在一定缺陷,如对于科技情报成果的潜在因素就不能很好地决定,特别是对那些介于两个奖励级别之间的科技情报成果更不易解决好。为此,笔者试图提出用模糊数学、灰色系统理论和物元分析的综合方法(简称FHW 法)对科技情报成果进行定量评价,供同行参考.
I. Introduction How to scientifically evaluate the achievements of scientific and technological intelligence is a rather difficult issue for the intelligence community. Although some people have engaged in certain studies in this field and have put forward some suggestions such as using fuzzy mathematics or using analytic hierarchy process to evaluate scientific and technological intelligence achievements However, these methods still have some shortcomings. For example, the potential factors for the achievement of scientific and technological intelligence can not be well decided, especially for those scientific and technological intelligence achievements between two reward levels. For this reason, the author attempts to put forward the quantitative evaluation of the scientific and technological intelligence achievements with the comprehensive method of fuzzy mathematics, gray system theory and matter element analysis (referred to as FHW method) for peer reference.
