由中心制向频道制管理转变,实现扁平化管理,是推进电视台管理由行政体制向市场体制转变,推动电视节目生产、加工、管理的集约化、科学化和现代化的重要步骤。频道制管理是一个全新的管理模式,它不仅仅是管理层级的简化、人员的精简和节目生产管理方式的变化,更是组织结构的转型、管理流程的再造和管理理念的转变。因此,在频道制管理基本框架改造完成之后,构建适配于频道制管理的绩效考核新体系,就成为电视台管理改革的当务之急。
The shift from central system to channel system management and the realization of flat management are important steps to promote the transformation from administrative system to market system and to intensify, scientifically and modernize the production, processing and management of television programs. Channel management is a new management mode. It not only simplifies the management level, streamlining personnel and changing the way of production management, but also the transformation of organizational structure, the reengineering of management processes and the change of management concept. Therefore, after the completion of the transformation of the basic system of channel management, building a new performance appraisal system adapted to the channel management has become a top priority for the management reform of television stations.
