本文分析了西安—咸阳经济一体化经济区建设对人才的需求,区域人才现状以及存在的问题,探讨区域人才建设的对策措施:建立人才资源库,盘活人才存量;以“五大主导”产业发展和“四区一城一基地”建设为主线,调整人才结构;以高层次紧缺人才的培养和引进为重点;以创新机制为手段,开辟人才工作新局面;发挥人才市场在人才资源配置过程中的基础性作用;实施大中专毕业生创业工程,促进人才充分就业;要健全完善社会保障体系,促使人才向经济建设一线转移。
