作为惟一行使国家审判权的机关,人民法院的形象如何,人民法官的能力怎样,一直是社会关注的焦点。基层人民法院因其与人民群众距离最近、接触最广,被喻为是司法公正的关键、树立法院形象的关键和全面推进法院建设的关键。几年来,各级人民法院一直试图从不同角度剖析基层法院建设中存在的问题,并以争先创优为目标,共同致力于基层基础建设。近来,在全国范围内开展了保持共产党员先进性教育活动,作为一名基层法院的院长,笔者在学习过程中逐渐认识到,加强基层法院建设,有争先创优的目标固然不错,多一点争优创先的意识则更为重要。 As the only organ that exercises the power of national jurisdiction, how the image of the people’s court and the ability of the people’s judges have always been the focus of society. The people’s courts at the grassroots level have been regarded as the key to justice because of their closest contact with the masses of the people and the most extensive contacts. The key to establishing the image of the court and the key to promoting the construction of the courts in an all-round way are the hallmarks of the people’s court. In recent years, people’s courts at all levels have been trying to analyze the problems existing in the construction of grassroots courts from different perspectives. They also aim at striving for excellence first and jointly commit themselves to basic infrastructure construction. Recently, as a dean of a grass-roots court, a nationwide education campaign to maintain the advanced nature of party members came into being. As the author came to realize during the learning process, it is certainly a good idea to strive for excellence in grass-roots courts. Congenial pioneering consciousness is even more important.
