With the gradual completion of primary and secondary school teachers ’education compensation education, the overall quality of teachers has been significantly improved and the balanced development of education and fairness of education have brought forward the goals of new educational development. Major themes and targets of teachers’ specialization have also undergone great changes. The functions and tasks of county-level teacher specialized training institutions also need to be adjusted accordingly.
