工会直选被认为是完善基层工会组织建设的重要改革方向。然而,民主集中制背景下的工会直选能否提升基层工会代表性仍然存在较大的争议。本研究以程序民主理论为理论基础,采用多案例研究方法,从直选体现程序民主的视角探讨基层工会直选如何提升员工工会承诺。研究结论表明,基层工会直选可以从员工积极控制和工会集体决策两方面体现程序民主,从而提升员工工会承诺。员工积极控制体现在:直选过程有利于员工对工会的积极认知、同时有利于员工选举自己熟悉和信任的工会领导。工会集体决策体现在:直选产生的工会具有较强的民意基础与管理层平等协商,同时具有较强的组织化程度与管理层有序协商。
Direct election of labor unions is considered as an important reform direction for improving the construction of grassroots trade union organizations. However, there is still much controversy over whether direct election of trade unions under the background of democratic centralism can enhance the representation of grassroots trade unions. Based on the theory of procedural democracy, this study adopts a multi-case study approach to explore how direct election of grassroots unions enhances employee union commitment from the perspective of procedural democracy. The conclusion of the study shows that direct election at the grassroots level can reflect procedural democracy from the positive control of employees and the collective decision-making of trade unions, so as to enhance the staff union commitment. The positive control of employees is reflected in that the process of direct election is conducive to the positive cognition of employees on the trade unions, and at the same time it is beneficial for the employees to elect trade union leaders who are familiar and trusted with them. The collective decision-making of trade unions is reflected in the following: the unions elected by direct election have a strong foundation of public opinions and management consultation on an equal footing, meanwhile have a strong degree of organization and orderly management consultation.
