自2008年10月至今,全世界陷入了经济危机的谜团,金融业巨头纷纷破产倒闭,美国汽车业迎来前所未有的寒冬,世界各国的出口、制造业订单急剧下降,生产线停产待工。企业家们纷纷举措使企业能够适应目前的经济环境,组织重组,非核心业务选择离岸外包。因此人力资源管理外包成为企业减缩成本开支的一个选择。然而人力资源管理外包项目的考量指标的制定常常困扰着企业,因此提出一种人力资源管理考量平衡计分卡的方式来考量人力资源管理的绩效,从中衍生出推荐的人力资源管理外包项目考量指标。
Since October 2008, the whole world has fallen into the mystery of the economic crisis. The financial giants have gone bankrupt. The U.S. auto industry has witnessed an unprecedented winter. The export of various countries in the world has seen a drastic drop in manufacturing orders and the production line has been discontinued. Entrepreneurs have to make enterprises adapt to the current economic environment, organizational restructuring, non-core business choose offshore outsourcing. Therefore, human resource management outsourcing has become an option for enterprises to reduce costs. However, the evaluation index of human resource management outsourcing projects often plagued enterprises. Therefore, a method of human resource management considering balanced scorecard is proposed to consider the performance of human resource management and derive the recommended index of human resource management outsourcing projects .
